2024 LEAGUE RULES & BYLAWS

Article I - LEAGUE PLAY

1.0   Play will start on the 1st Wednesday in the calendar month of May and will continue with 19 weeks of league play. Shotgun start at 5:00pm

 

1.1   League play will begin on the front nine holes and will rotate weekly to the back nine. A league schedule will be provided to all league members.

Article II - RULES COMMITTEE

2.0   A rules committee will be the governing body of the golf league. The purpose of this committee is to make judgments on disputes and/or discrepancies brought to them by the league. All decisions by the rules committee will be final. Four people are chosen by the league to make up the committee along with the league secretary. The length of terms for the committee members will be four years. One member will be replaced every year and that member must sit out one year before he can become eligible for the rules committee again. If during a term, a member cannot or does not want to continue, the league will make a vote on their replacement. The 4th year committee member will act as President of the league. The 3rd year committee member will act as Vice-President of the league.

2.1   The Presidents duty is to field all disputes from the league. It will not be his duty to settle disagreements, but to call a meeting of the rules committee to decide on the course of action.

 

2.2   The Vice-President will assume the Presidents duties if the President is not available or is involved in the dispute being discussed.

 

2.3   The secretary will be responsible for keeping all statistics, scheduling and collecting all monies. The secretary will reserve his vote on all decisions unless a tiebreaker is needed. The secretary will also be the liaison between the course and the league. The secretary fee will be $400 until changed by the majority vote of all league members.

 

Article III - LEAGUE FEES

3.0   Entry fees this year will be $260 per team ($65 per person). It will be paid to the secretary by the team captain. The entry fee will be paid by the 3rd week of play or the team will be removed.

 

3.1   League players will be responsible for their own green fees, which are to be paid to and set by The Elks golf course. If a substitute for a player is used, it is the player’s responsibility to pay the substitutes green fee.

 

Article IV - WEEKLY LEAGUE PLAY

4.0   Two players from each team will constitute a foursome for a match. There will be an overall stroke play event worth four points and a match play event worth two points per hole. Individual maximum points per night are 22. The maximum team points per night are 88. (22 points x 4 players)

 

4.1   If two teams have blind players in a match, the points will be split (11-11) between the opposing teams.

 

4.2   The home team will have the responsibility of making out the scorecards. The league will use the course scorecards. If a substitute is used, be clear on names and what player they are subbing for.

 

4.3   All teams must complete 5 holes to constitute a match. The course and/or rules committee will determine rainouts. If there is threatening weather, the course and/or rules committee will make the final decision on play for the round. Any threat of lightning will halt play immediately. If the course and/or rules committee decides that play were canceled, that week will not be played and the schedule will be continued as posted for the following week.

 

4.4   If a player leaves before a decision is made and play is continued, that player will forfeit his match and his opponent will be awarded the maximum amount of individual points allowed.

 

4.5   If both opposing players leave before a decision is made and play is continued, both players will split the points for their holes that are not played.

 

4.6   If a player is late for his tee time, he can join the group he is scheduled to play with at their next available hole and continue their match. He will forfeit his missed holes and list the score on the holes he missed at two strokes more than his opponent for each hole.

 

4.7   $5.00 will be awarded weekly to the player who has the lowest NET score (Lowest Score with Handicap) for the week. (All ties split the money - A player cannot win both net and gross in one week)

 

 

4.8   $5.00 will be awarded weekly to the player who has the lowest GROSS score (Lowest Actual Score with No Handicap) for the week. (All ties split the money - A player cannot win gross and net in one week)

 

4.9   $5.00 will be awarded weekly to each player who is closest to the pin on the par 3's during weekly play. No substitute can win closest to the pin. In the event that a substitute writes their names on the closest on the pin marker or no one hits the green, that monies will carried over into the end of year weekly league prizes.

 

4.10   Any player over the age of 65 can play the gold (**) set of tees if desired. If the gold tees are played, the player must stay on the gold (**) tees for the entire season to keep their handicap established from the same set of tees.

 

4.11   Any player over the age of 75 can play the red (**) set of tees if desired. If the red tees are played, the player must stay on the green (**) tees for the entire season to keep their handicap established from the same set of tees.

 

4.12   If a player is playing a "no show" from the opposing team, then they will be playing against the course with +5 added to their handicap on the front and +7 on their handicap on the back. They will receive 4 points for the overall win and will play each hole with the adjusted handicap. A net birdie will be +2 points on that hole, a net par will be +1 points on that hole.

4.13  The team that has a "no show" will not receive any points for that person's spot, with no exceptions, no matter what the opposition shoots. 

 

Article V - TEAM & INDIVIDUAL TIE-BREAKERS

5.0   In the event that two teams are tied during the bracket play - the tie-breaker procedure is as follows:

  • Head-to-Head match-up during regular season

  • Most points scored during regular season

  • Low NET team total combined score during league tournament

  • Coin Toss

5.1   In the event that two or more players are tied at the end of the regular season, the two players will split the monies for individual points.

 

Article VI - HANDICAP RULES

6.0   Handicap will be figured on 80% of the players gross average over par. The Elks has the front nine gross score of 35 and back nine gross score of 37, so total stokes average over par x .8

 

6.1   Maximum handicap allowed will be 17.

 

6.2   Minimum handicap allowed will be 0.

 

6.3   All handicap strokes will be used in match play format

 

6.4   All strokes given in match play will be in accordance with the handicap that is on the course scorecard

 

6.5   Total handicap strokes will be used in stroke play - overall score.

 

6.6   Handicaps for the first two weeks will be the previous years handicap. Starting week 3, new handicaps will be established.

 

6.7   All handicaps will be adjusted through the FINAL week of league play.

 

6.8   A new member that doesn’t have a handicap will have his handicap backed in after completing TWO rounds. That persons handicap for round 1 will be backed into based on their score that week. Their 2nd round will be treated the exact same why as their 1st round. Once the player has played 2 rounds, they have established their handicap and then adjusted from week to week.

 

6.9   All players record their score as played on the course. For Handicap purposes only, all scores will be adjusted using Equitable Stroke Control (ESC). ESC is the downward adjustment of individual hole scores for handicap purposes in order to make handicaps more representative of a player’s potential ability. ESC sets a maximum number that a player can post on any hole depending on the player’s Course Handicap. ESC is used only when a player’s actual or most likely score exceeds his maximum number based on the table (Table 6.9) below but is applied to all scores for handicap purposes. There is no limit to the number of holes on which a player may adjust their score. This score will be deemed the adjusted score.

Article VII - SUBSTITUTES

7.0   A substitute can play for any league member. The points won by the substitute will be credited to the league member that the substitute is playing for.

 

7.1   A substitutes handicap WILL NOT be carried over from one year to the next. They will establish a new handicap that will be backed in after two rounds of play. Their handicap will then be adjusted each week there after. Their handicap will be calculated using Article VI. The only exception to this rule, if a sub from the previous year is now a full time league member, they will use the previous years handicap for their first two weeks just like everyone else. 

 

7.2   NO NEW SUBS are permitted the last three weeks of league play. A substitute is also not eligible for the weekly prizes awarded (closet to the pin, low gross or low net), unless they pay the $55 entry fee prior to their 1st week they play.

 

Article VIII - COURSE RULES

8.0   A ball hit into the water on #2, #3, #4, #12, and #13 will be played as a lateral water hazard. The player will go to the point of the ball crossing the waterline hazard and using two club lengths, no closer to the hole, play the ball from that point of the drop. (1 stroke penalty). The player may also hit another ball from the teeing ground or from the point the shot was played. (1 stroke penalty).

 

8.1   White stakes which outline the course be played as out-of-bounds. THE DRIVING RANGE IS CONSIDERED OUT OF BOUNDS

 

8.1.1   If out of bounds is played as stroke and distance. The player will re-play from the teeing ground or the point the shot was played. (1 stroke penalty)

 

8.1.2   The player has an option of taking a drop at the point the ball crossed the out of bounds line and using two club lengths, no closer to the hole, play the ball from the point of the drop. (2 stroke penalty)

8.1.3   The player also has an option of taking a drop at the point the ball crossed the out of bounds line and going straight across to the edge of the fairway, no closer to the hole, play the ball from the point of the drop. (2 stroke penalty)

 

8.2   Winter rules apply. You can move your ball 6” to improve the lie, but not the line to the green or swing of the club. This rule is to help contact the ball, not improve a bad shot.

 

8.3   A 2-club relief, no closer to the green, will be permitted from marked newly planted trees.

 

8.4   The parking lot on hole #9 is considered out of bounds.

 

8.5   White tees are to be played on all holes. If a player is of the age over the age of 65, they can play the gold tees. If a player is over the age of 75, they can play the red tees.

 

Article IX - SKINS GAME

9.0   There will be two separate skins game each week. A scratch skins game and a handicap skin game. Entry fee for the skins game must be paid to the league Secretary BEFORE the third week of team play. If the entry fee is not paid before start the start of the third week, that player will not be eligible for the skins game.

 

9.1   The skins games will go from week #3 and run until the last week of the season.

 

9.2   Entry fee for each skins game will be $1 per week for the number of weeks of the season (17 weeks = $17.00).

 

9.3   The amount of skin money awarded weekly will be based on the number of players in the skins game x $1.00. Example: 20 players = $20.00 per week.

 

9.4   All skins that are won will be divided equally among all winners. If there are no winners, or there is a rainout week, all monies will be carried over to the following week.

 

9.5   All monies will be paid out to the individual(s) at the end of the season. A weekly skins sheet and a yearly total will be posted on the website by the league secretary to display the results of both the scratch and handicap skins game.

 
  • SCRATCH SKINS - A scratch skin game is based on actual score on the hole.

  • HANDICAP SKINS - The handicap skins game will be based on the players’ handicap that has been given to them for that week by the league secretary. If a player has a handicap greater than 9, they will receive two strokes on the holes that follow their handicap.
